As Muskogee enters a period of leadership transition from Mayor Patrick Cale to the next Mayor and Council in Feb - April 2026, citizens deserve clarity, honesty, and access to critical information. Muskogee Citizens Alliance is a nonpartisan civic initiative focused on transparency, public accountability, and helping residents engage effectively with their local government.

“As I retire from serving as your Mayor of Muskogee, my priority remains fighting for Muskogee -- one way is to protect it from being taken advantage of by political insiders and bad dealings. Muskogee Citizens Alliance is led by community members committed to ethical governance and equal rules for all. Founding Muskogee Citizens Alliance Interim Civic Chair Patrick Cale was elected by nearly 70% of Muskogee voters in 2024 and maintained one of the highest approval ratings in city history. Before deciding to retire from serving as Mayor, Mayor Cale emphasized that transparency and accountability must continue — regardless of who holds power next.

Issues Under Review

The Alliance does not make accusations. We document timelines, public actions, and unanswered questions so Muskogee voters can evaluate them independently before voting on Feb 10, 2026.

Fairness

Fairness in local government means the same rules apply to everyone who benefits from city services. Decisions about annexation and fees directly affect whether all businesses contribute equally to public safety and infrastructure.

 

One recent example involved public opposition to annexation led by Political Lobbyist Daniel Chepkauskas and supported by Councilwoman Jaime Stout; despite warnings of harm, the company remains operating and the City is now collecting hundreds of thousands of dollars each month, raising questions about why millions in public revenue were ever put at risk.

Records

Public records belong to the people and must be preserved to ensure transparency and accountability, especially during transitions of power.

 

Concerns arose after city-owned computers and tablets tied to tourism operations were returned wiped of data rather than containing intact public records, leading the City Attorney to issue formal preservation requests. These events highlight why proper handling of records is essential for public trust.

Influence

Independent decision-making is critical to public confidence, particularly when individuals appear across public boards, contracted vendors, and political advocacy.

 

Recent overlaps involving the same individuals during key city decisions have prompted voters to question whether actions were taken independently or shaped by behind-the-scenes influence. Even the appearance of undue influence warrants scrutiny in a healthy civic process.

Connections

Transparency requires clear disclosure when personal or professional relationships intersect with city business. Questions have emerged about whether relationships connected to opposition of annexation were fully disclosed during public debate, underscoring how undisclosed connections can erode trust even when actions are lawful. Disclosure allows voters to evaluate decisions with full context.

Muskogee Citizens Alliance helps residents engage thoughtfully and lawfully by contacting city leaders, requesting public records, monitoring public meetings, supporting the new administration during the transition, serving as citizen liaisons, and staying informed through issue briefings and alerts.
